Advancing Innovative Education Policy

STRONG AMERICAN SCHOOLS
http://www.edin08.com
Strong American Schools, launched in April 2007, runs a national public awareness and action campaign supported by The Broad Foundation and the Bill & Melinda Gates Foundation. The campaign--titled "ED in '08"--is designed to make education a top American domestic priority. ED in '08 seeks to mobilize the public to challenge 2008 presidential candidates to discuss how they will improve American schools. As part of its call to action, Strong American Schools urges leaders to address and debate three common-sense priorities that hold tremendous promise for improving education: (1) strong American education standards; (2) effective teachers in every classroom; and (3) more time and support for learning.

CENTER FOR AMERICAN PROGRESS
http://www.americanprogress.org/
The Broad Foundation supports the education reform work of the Center for American Progress, a progressive think tank dedicated to improving the lives of Americans through ideas and actions. Over the course of a two-year grant period, the Center for American Progress will research and write five papers for The Broad Foundation on topics ranging from expanded learning time to principal quality and pay.

CENTER ON REINVENTING PUBLIC EDUCATION
http://www.crpe.org/
Researchers at the Center on Reinventing Public Education, part of the University of Washington's Daniel J. Evans School of Public Affairs, have developed tools for comparing spending across schools. The Broad Foundation is funding these researchers to further propose how to use these tools to investigate expenditures for centrally managed programs. Working closely with the Milwaukee Public Schools and the Pittsburgh Public Schools, the Center on Reinventing Public Education will carefully examine central office spending to determine actual per-unit cost of services provided by central office programs and to analyze how those dollars are actually being spent in schools and on students. The results of this project will be published in fall 2008.

EDUCATION SECTOR
http://www.educationsector.org/
The Broad Foundation supports Education Sector, an independent nonpartisan education think tank that produces original research and policy analysis and promotes work by some of the nation's leading education analysts. The Broad Foundation funded Education Sector to research and publish a paper on the topic of expanding academic time in American public schools. This paper, "On the Clock: Rethinking the Way Schools Use Time," was published in 2007.

EDUCATION TRUST
http://www2.edtrust.org/
Building on the success of the initial California "Hidden Gap Series" publication, The Broad Foundation is supporting the Education Trust to conduct similar teacher salary gap analyses in several additional states including New York, Ohio and Texas. The first report, "Their Fair Share: How Teacher Salary Gaps Shortchange Poor and Minority Children in Texas," released in June 2007, documents the inequitable funding patterns in the state's 10 largest school systems, showing how average teacher salaries vary dramatically between schools within the same district. The report describes gaps in per-teacher spending, and how those gaps stack the deck against the academic success of low-income, Hispanic and African-American children. Additional reports will be released in 2008.

THE HUNT INSTITUTE FOR EDUCATIONAL LEADERSHIP AND POLICY
http://www.hunt-institute.org/
The Broad Foundation co-sponsors the Hunt Institute's invitation-only Governors Education Symposia. During the Symposia, governors participate in sessions with leading education, policy and business experts and discuss a wide range of education reform efforts. The foundation also co-sponsored the Institute's 2007 Lieutenant Governors Education Symposium.

INSTITUTE FOR A COMPETITIVE WORKFORCE
www.uschamber.com/icw/
In February 2007, the Institute for a Competitive Workforce (ICW) at the U.S. Chamber of Commerce and the Center for American Progress jointly released "Leaders and Laggards, A State-by-State Report Card on Educational Effectiveness." The overwhelming response to the report led The Broad Foundation to form a partnership with the ICW to fund a "road show" of half-day events to showcase the report's findings.

MASSACHUSETTS 2020
www.mass2020.org
Massachusetts 2020 is a statewide organization devoted to redesigning the conventional public school day to incorporate additional time for core academics, enrichment and professional development for teachers. The Broad Foundation supports the Massachusetts-specific expanded learning time (ELT) initiative. In addition, foundation has provided a challenge grant to launch the National Center on Time and Learning (in partnership with Harvard University's Rennie Center for Education Research and Policy), with the mission of improving student achievement and enabling a well-rounded education for all children.

NEW YORK CITY FUND FOR PUBLIC SCHOOLS--"KEEP IT GOING" CAMPAIGN
The Fund for Public Schools launched a public awareness initiative called "Keep It Going NYC," which informs New Yorkers about the progress of New York City Department of Education schools and encourages everyone to join together to keep the progress going. Collaborating with leading education advocates and community organizations across the city, Keep It Going NYC provides families with tools and resources that support their children's education and gives New Yorkers information about how they can get involved. The Broad Foundation joined with other local funders to support this important work.

STUDENT INCENTIVES IN NEW YORK CITY
The Broad Foundation is supporting an incentives program for fourth and seventh graders in approximately 40 New York City Department of Education schools. This initiative offers a new strategy for engaging students and fostering academic achievement through financial incentives. In addition to funding the incentives themselves, the grant will provide funds to perform critical research on the effectiveness of student incentives in closing achievement gaps in urban school systems like New York City.

THE THOMAS B. FORDHAM INSTITUTE
www.edexcellence.net/institute/global
The Broad Foundation is supporting a study that chronicles the experiences of seven countries with national education standards. This study will explore how these systems were built and identify lessons for the United States regarding the design and politics of implementing national education standards.
