The Broad Foundation supports the development of Vision 2015, a bold new blueprint to strengthen public education in the state of Delaware, so every student is prepared for higher education, the work place, and responsible citizenship in an increasingly interdependent and competitive world. Begun by a steering committee of 27 public, private, and civic leaders, the Vision 2015 initiative will involve several phases of work, including developing a vision for education in 2015 that raises the education bar in Delaware so all students, from pre-kindergarten through postsecondary education, can reach their greatest potential. This first phase of the work includes: (1) identifying policies and practices that are raising student achievement in the United States and internationally, (2) analyzing how Delaware's system compares with these national and global leaders, and (3) developing an education action plan with specific, measurable steps for implementation.

The Broad Foundation supported the publication of the "Hidden Gap Series" of reports by the Education Trust West. These landmark reports continue to bring public attention to the intra-district funding gap in teacher salaries due to inequitable distribution of inexperienced teachers in low-income schools. The first report -- California's Hidden Teacher Spending Gap: How State and District Budgeting Practices Shortchange Poor and Minority Students and Their Schools -- provides information on every school district in California. The second set of reports -- A Tale of Two Schools -- looks at the impact of the teacher-spending gaps at the school level. The series is comprised of 12 urban district-specific reports that reveal school-level gaps in California's largest school districts, along with a web-based tool that allows access to gap information about every public school in California. Finally, this report motivated California's legislators to pass SB 687 in September 2005. This law requires that estimated expenditures per pupil, as reported on School Accountability Report Card (SARC), reflect actual salaries of personnel assigned to the school.

The Broad Foundation supports efforts by the Fordham Institute, in conjunction with the American Institutes of Research, to create, publish and disseminate a publication that will identify the barriers that prevent principals from effectively leading their schools. The publication will further develop policy options to eliminate those barriers and will help attract more high-quality leaders to the public school principalship. The results of this project will be published in Fall 2006.

The Urban Institute's Jane Hannaway and Education Sector's Andrew Rotherham co-edited a groundbreaking new book entitled Collective Bargaining in Education: Negotiating Change in Today's Schools, with support from The Broad Foundation. The book brings together a wide range of thoughtful perspectives on the role the collective bargaining process and teachers unions play in education. The book was published by Harvard University Press in February 2006.
THE HUNT INSTITUTE FOR EDUCATIONAL LEADERSHIP AND POLICY

The Broad Foundation co-sponsors the Hunt Institute's invitation-only Governors Education Symposia. During the Symposia, governors participate in sessions with leading education, policy and business experts and discuss a wide-range of education reform efforts. The Foundation also co-sponsored the Institute's 2005 Lt. Governors Education Symposium.

The Broad Foundation supports the National League of Cities' Education Policy Advisors' Network (EPAN), a national network of senior municipal officials working with their mayors on key issues related to education reform and school improvement.
