NATIONAL EDUCATION DATA PARTNERSHIP

The Foundation is leading a groundbreaking national public-private partnership to assist states in effectively utilizing Internet-based education data and analysis to raise student achievement, improve education data quality and capacity nationwide, and support effective decision-making at all levels. In September 2003, President George W. Bush announced the launch of the School Information Partnership, a three-year, two-phase initiative spearheaded by The Broad Foundation in collaboration with various partners including The Bill and Melinda Gates Foundation, the U.S. Department of Education, the Council for Chief State School Officers, Standard & Poor's School Evaluation Services and the National Center for Educational Accountability. In 2004, Phase One of the initiative, co-funded by The Broad Foundation and the U.S. Department of Education, brought a unique package of data analysis services to all 50 states under a new No Child Left Behind-branded website - www.SchoolResults.org. The website provided student achievement results for every public school and district in every state and offered a unique combination of analytical tools developed by Standard & Poor's School Evaluation Services and Just For The Kids.

Phase Two of the initiative (re-branded as the National Education Data Partnership), led by the Council of Chief State School Officers (CCSSO) and funded by The Broad Foundation and The Bill and Melinda Gates Foundation, is a subsequent two-year catalytic effort to roll out a more robust, second generation web-based education data reporting and analytical service - www.SchoolMatters.com. SchoolMatters.com was developed by Standard & Poor's in collaboration with CCSSO and the funders and builds on the success of SchoolResults.org by significantly expanding the types of education data available for analysis in every state in the country beyond student achievement data, including spending, revenue and tax information, community demographics, and a suite of powerful ratios focused that provide a groundbreaking "return on resources" analyses about how districts and states are performing. Launched nationally on March 29, 2005, SchoolMatters.com was visited by nearly 3 million users in its first nine months of operation. The project partners continue to refine, update and refresh the content and tools on the site and are underway with a sustained outreach and training strategy to help education stakeholders effectively use the site for decision-making.

STATE BEST PRACTICE STUDIES

To further support the work of the National Center for Educational Accountability (NCEA), The Broad Foundation has committed to help expand the Just for the Kids analysis to more states, at more school levels, and to focus on presenting cross-state results through NCEA's Best Practices Framework by funding the study of best practices of high performing schools in 20 states. NCEA's best practice research and dissemination work uniquely bridges that gap for educators between information and action, providing teachers and principals with useful frameworks built from actual research in high-performing schools that can be implemented in their schools. In July 2006, NCEA released the latest in its series of state best practice reports.

NATIONAL SURVEY ON STATE LONGITUDINAL DATA SYSTEMS

The Broad Foundation funded a three-year effort by the National Center for Educational Accountability (NCEA) to survey every state's capacity to deliver a longitudinal data system capable of providing value-added data assessment and analysis to improve student performance and school systems. This effort is part of a larger national movement to dramatically accelerate and improve federal and state data capabilities and infrastructure to provide much-needed performance data and analysis to inform decision-making. Results of this national survey will be disseminated among policy leaders at the national and state level and used as a critical resource to drive action plans and discussion nationwide.
